Is Canada better than Spain?

Yes, better health care and just overall much better!

Yes, Canada ist better but if it means anything, US isn't really better than Canada.

Each country has its pros and cons and Healthcare isn't exactly something Canada would want to throw in somebody's face as a pro. Just because its free doesn't make it good, you could have free healthcare and a brick lands on your head.. you could be waiting for hours to see a doctor, while when paying for healthcare it makes people not want to go waste money and a doctor visit on a simple common cold, therefor less people you would have to wait behind to see a doctor, seeing as the waiting room isn't full of a bunch of people needing to see a doctor over a simple cut on the finger, so free healthcare isn't all its cracked up to be, I would have to say America's healthcare is better but it certainly doesn't save you a shiny penny.

You would have to go do your own research for a question like this, see what country has the most pros you like.

Is Spain a hispanic country?

yes people from Spain are Latin

The answer depends on how you use the word "Latin.

Spanish is a romance language based on the Latin language of the Romans as are French, Italian, and Portuguese. People from Spain are a composite of Mediterranean and Nordic types.

However, if you ask in the sense of the word "Latino" then the answer is no. Latino refers to person from the Americas whose language is based on either Spanish or Portuguese.

Latino ancestry, cultures, customs, food, dress, and sometimes religious beliefs are in large part composites of the people who were indigenous to the local area, imported slaves, and only to a much lessor extent by intermingling with European immigrants.

Why did spain's regions have little autonomy before the 1970's?

There is an explicit assumption in the question that Spain's regions had little autonomy prior to the 1970s and while the general thrust of that is true, it is not wholly true. In the 1930s, under the Second Spanish Republic, Catalonia, Valencia, and the Basque Region were quite autonomous. It was during Franco's reign (1939-1975) that the regions lacked power.

Franco limited autonomy in the area for two reasons. First, he came from a strong nationalist perspective and did not wish to parcel out the country into distinctive areas. He desired a unified Spain. Second, Franco controlled Spain through the power of the Spanish Military and the Guardia Civil. Both of those institutions were national, so Franco reasonable favored the national government since it was the one supporting him.
