We are not sure what you mean by "cleanest." All modern smokeless ammunition is adequately clean, in terms of firearm maintenance.

It was one of the reasons that motivated the Allies to attack. But the officially documented reasons were:

1) Bombing key cities (including Berlin and Dresden), in conjunction with the Soviet advance, would confuse the German army.

2) In the final months of the war, it was considered a safe haven for German troops, and housed an estimated 600,000 of them.

In early 1945 the war was far from over. The Allies were still camped outside the borders of Germany, V2 rockets were still falling. The Allies had just fought the battle of the Bulge where the supposedly defeated Germans suddenly punched a huge hole in the Allied lines, German Rocket and Jet aircraft were coming off the production lines and proceeding to rip the hell out of the allied air fleets.
