I personally haven't had a problem shooting foreign manufactured ammunition although I have never fired Malaysian ammo. If you are purchasing it through a reputable source (Centerfire Systems or other large distributor) you are likely safe although there are no guarantees in life.

You have to be more specific. Looking at the "Magazine" or "clip" can give you a good idea on how much ammo a weapon can hold. Also the caliber size of the ammo is a factor to how much ammo is in a "Magazine/clip".

When you start at goodsprings go to the general store they'll have some guns. Also if you follow the quests someone will give you a gun and some ammo. Oh and don't forget to look for some traveling merchants.

You can find tomahawk ammo by searching through undead bodies when they are dead, and by going to boxes which refill your ammo.
