The Joker as a character is a sadist, and a lot of people - for different reasons - are attracted to that. He is basically a psychotic who is charming and playful.
Another draw...is his manic energy and dark humor. He can make us laugh at things we shouldn't think are funny, like frying someone to a crisp with a joy buzzer. We know it's wrong to laugh at a person obviously dying in agony, but we laugh anyway - and this makes us more excited because now we feel as wicked as he is. It's a classic taboo angle.
Finally his trademark dapper attire, slicked-back hair and narrow face are a killing combination for the ladies - lol.
