There are some pretty dire predictions out there, premised on unlikely events. The inland rivers and canals of the panhandle of Florida flow out to the sea, so the spill would have to go against the general current. I won't say it can't happen, but the chances are very remote. Current movements favor an eastern movement with most of the damage occurring in the Louisiana to panhandle region of Florida. In early May, there was speculation that the oil spill would enter the loop current, and go down to Key West, then up the east coast. However eddy currents have pulled part of the spill away from the loop current.
I might add that the longer the oil spill that could enter the loop current ("the tendril") stays in the clockwise circulating eddy, the more it will disperse and degrade, and less of an environmental threat.

BP (operator and primary developer): not ensuring proper safety standards on the rig. Continual lying about the extent of the spill.
Transocean (personnel): ran the oil rig incorrectly. Workers either not trained effectively enough, were overworked or did not have the right expertise.
Halliburton (contractors): were in charge of cementing the Macondo well.
The government: for not having stringent enough safety laws.
Government inspectors: accused of being corrupt, and having taken bribes or 'gifts' to look the other way.
Coast Guard: understated or lied about the result of the accident, may have possibly delayed clean-up efforts.
The operator of a drilling operation, in this case, BP, has full responsibility for accidents occurring as a result of drilling and cementing. Generally, the operator is given all the information and has final approval of actions on the rig.
Now, there are a number of ongoing investigations which might find that the reasons for the blow out was in part due to a failed blow out preventer, which is manufactured by Cameron. Halliburton may be blamed in part, as they were completing a cementing operation before the accident.
