It' likely, if bulbs are OK that the turn signal switch is burned out. If the switch fails, it won't allow the brake light signal through to the brake light wiring. To determine if the switch is bad test the incoming and outgoing current. If brake light switch power is present at the turn signal switch but not at any outgoing brake light wires, the turn signal switch has probably failed. This is a Buick design issue because keeping your foot on the brake or if the brake switch sticks keeping the brake lights on, the circuit will fail due to amperage overload.

How do you take the dashboard out of a 1994 Buick Roadmaster?
I don't know about a 94 roadmaster, but on my 95 lesabre, i had to take the HVAC vents out first. Pry up on the bottom of them (very gently!) and they should pop out. There were screws holding the dashboard in behind where the vents used to be. Assuming you are removing the dash to install a new stereo or climate control unit, they all "pop" out. No screws. Best to throw the car in neutral once you are done pulling out dash as to slide dash cover out.

The blower is just under the passenger side dash. There are three 9/32" bolts that hold the casing up. Remove those and unplug the blower. Then the blower should be able to fall right out. May need to "jimmy" it a bit to get it out. When you get the new blower, plug it in and turn on the air before you install it, that way you can make sure that it will work.
