You can be all sweet about it if you want; perhaps take them out for a meal or something like that, but the most effective way is usually just to straight out ask, obviously when the mood and setting is correct, but just ask and all will be the clearest it can be to the guy you're asking.
Something you should definitely avoid is trying to get him to ask you, that's a very silly tactic that can send mixed signals and have some not great consequences.
Taking the spoiling route is usually something guys do to girls and not often the other way around, so as I said before, just asking straight out face to face is probably best.

If, by dating you mean just being friends, going to movies, listening to music together--if that is all you mean, then it is okay. If you are talking about entering into a sexual relationship, yes, it is wrong. You must remember the law. Children under the age of 18 years old are commiting rape if they are having sex, consentual or not. You are a child just as much as he is a child. Neither one of you are considered by the law as being capable of having adult mental abilities. And none of that is taking morality into consideration. It is morally wrong for both of you children to be having a sexual relationship with any person of any age. I don't understand the reasoning behind the idea of young people engaging in sex. It is not love. It is pure, animal lust. If you want love, then develop a real relationship with a person near your own age, who has your same interests, who is a true joy to be with. A person develops a loving relationship over a lengthy period of time, not overnight. I am apologetic to God when I say that I part ways with His idea that we humans MUST be married in order to have sex that is acceptable to Him. I will say nothing else about that. It is extremely base, insulting, offensive behavior that I see on the TV. Those people who flaunt their sexuality; who take a repulsive, in-your-face, disgusting pleasure in showing to the world how low, and animalistic they are. And that is what they have accomplished: animal behavior. I truly hope you have higher expectations of yourself. And if you respect yourself, and your friend, you will see that for what it is. You will have more love and respect for each other by aspiring to be human beings of the higher order. People who do not need to pant, slobber, writhe in public. People who do not need or want to be slaves to their bodily functions and emotions. And most especially have respect for the law of this land. Be friends first. Allow nature to take its course over a long period of time. If you and this person "click" together, and love each other, then by the time you are old enough according to the law of this land to have sex with each other, you will both be ready. Yes you can. Sometimes the chemistry of two people just doesn't mix any longer or some people simply have too high of an expectation re love (they think the magic lasts forever.) In addition, throughout a relationship the specific "type" of love changes. What is often referred to as "young love" is not age specific to the individuals, but refers to the age of the relationship. Well. There are a few ways to do this.
Do some activities with a friend that will keep you off track about whats angering you.
You could go for a jog, do some push-ups until you absolutely cant anymore, or have a go at a punching bag.
But what I find most helpful (and this is just my opinion)
Is listening to music. Not heavy, rock, angry music, because that wont help anything but hype you up.
Maybe listen to some sound tracks of wildlife (waves, birds, wind .etc.)
Or some contemporary music, maybe something that's even a little sad.
Music is a big impact on behaviour.

It all depends on the girl, sometimes its genetic and sometimes it just comes when your bodys ready. Mostly it happens 2 years after the breasts start developing.
