A country with a dictatorship makes it so that you cannot vote for a leader, but the leader can select the next leader. Also, the leader makes all the decisions, no one to argue with for him. He chooses everything that happens in that country's government. The USA has a republican democracy.

Brazil was ruled by a military dictatorship from 1964 to 1985.

The primary difference is that Hirohito, like all Japanese emperors, was not a dictator. For thousands of years, the Emperor of Japan has held the office of spiritual and secular leader of Japan, but has had no power to do anything, at all. At times in history, the Emperor has been penniless and homeless, but still revered and loved by the Japanese people.
