once you remove the wallpaper, you have to remove ALL of the adhesive. most painting stores will have adhesive remover. follow the directions, let every thing dry, make necessary repairs to the walls, spot prime repaired areas, than apply 2 coats of paint

In the best of all possible worlds, YES. If you are doing new construction yourself, then a primer coat before installation of trim & cabinetry is fantastic. Wish more of the "pros" where that conscientious.

when asking this question you first need to take into account that plywood comes in different thicknesses therefore weight per particualr thickness of sheet plywood will vary-- in my opinion/ without fact and research / a sheet of 1/2 inch plywood may way about 16 lbs. while a 3/4 inch plywood sheet may way 70 lbs.
