I'm working on a science project where I need some form of artificial electromagnetic energy. I've heard that a coil produces some radiation but I don't know much about electronics and need an easy way to create some ER.

A capacitor does NOT store charge; it stores energy.
The net charge on the plates of a capacitor is no different whether it is 'fully charged' or 'fully discharged'. It does not take charge from the supply and store it on its plates!
