After raising bison for 18 years, buffalo would attack a horse even if it showed fear or not. It completely depends on the buffalo, range bison that come from Wyoming, Montana and the Dakotas would be more apt to attacking although it is possible with any buffalo.

Why are there so few bison in the US?
Bison once ranged from the Rocky Mountain west to New England and as far south as Texas and Georgia. They were hunted to near-extinction in the 1860s and 1870s primarily due to a demand for bison hides.
