It depends what you mean by cheap. Typically you can get a partial for $200(cheap end) to $650 (Median) to $1000 (pricey).
I'm not really sure of anyone who does $200ish partials professionally.

It helps if you have a picture of a bird to look at while you draw. Start out by drawing simple shapes to mark where certain features will go, like a circle for the head triangle for beak ect. Then go in and slowly add the details and clean up your lines. Searching the internet for tutorials will help you as well.

FurAffinity.net has some of the best furry forums on the net, there are some Livejournal and other websites that have support for forums and have been taken advantage of for furry uses.
Are there any fursuit manufactures in Colorado?
None that I'm aware of, but many manufacturers will ship you stuff no problem. And given the cost of a fursuit, the cost of shipping is negligable(Typically its anywhere from $30-70 for shipping).

I can only give you alittle advice... Well, first you look around youtube.com for tutorials. Then, go out and buy Fur, claws, Foam, Hot Glue, And such and such. Then, Basically you sculpt the mask into whatever animal form.... and the feet paws and arms!

Plastic surgery has made much possible. Extreme face lifts and nose jobs can make someone look like a cat, for example stalking cat. Or, tattoos have made one man in New York look like a lizard (he even got his tongue split)
How do you get lice out of a fursuit?
I would recommend that you buy some sort of lice wash/soap, and then put the body suit in the washing machine. Some people prefer to inside out their suits before washing them. The same can be followed for the hand paws.
For the head you should use some sort of spray since you don't want to drench it with water. (Foam takes a very long time to dry). Do The same for the feet.
If the suit for the lice from yourself you will also need to treat the lice on you or they will most likely just come back. If the suit got lice from somewhere else you may still wish to treat yourself as they could transfer to you.
