If you have only one belt, this is the serpentine belt which runs everything, fan, alternator, AC if you have it, powersteering. To remove it , locate the tensioner which should be on the right side of the engine below the washer fluid reservoir, it will have a 5/8" bolt (I think!) about 2 inches long on it, put a long handle wrench on that and pull to the left to release the tension on the belt. The tensioner has a very powerful spring in it so be careful not to slip and it will take quite a bit of force. After you have the tension released, slip the belt off of one of the components (I useually go for the alternator) and slowly move the tensioner back to its rest position, then just remove the belt and install the new one, there should be a diagram for it on the inside of the hood or on the conduit leading to the air filter.

If you have multiple belts its best to replace them all since you will have to take them all off anyways as I remember the fan belt being the one closest to the engine. For this the vairous components are the tensioners for their belts so for instance, if you are removing the alternator belt you will have to loosen the alternator and it will pivot on its mount bracket to change the tension on the belt. The fan belt is the exception as it has it's own tensioner which you will have to loosen prior to removing the belt. Just install the new belts in the reverse order you removed them.

One of the vacuum hoses is probably broken. I had the same problem on an 89 vandura. Turned-out to be that the hose was gummed and couldn't hold the vacuum. It was a hose connected to the vacuum reservoir (ball-like object attached to the hood). Good luck.

The doghouse should have two lever type clips on the side of the doghouse that you flip forward to unlock. The doghouse will also be bolted to the floor should be 4 to 6 bolts holding it to the floor. Peel the carpet back to find them if your van is carpeted.

Slide the doghouse back then and turn the seats, both passanger and drivers as well as move them as far back as you can. Pull up on the doghouse and twist and slide it out. It's a pain removing it but just keep twisting and and turning it until it comes out.
