I had the same problem. Bulbs are a few dollars from Honda but the dealership gave me mine free. The instructions were take a flat screw driver with cardboard, be careful not to scratch, and just lever the black plastic out. The bulb is on the left side. Unscrew the two screws, and replace the bulb. Rescrew and pop back in. Should take about ten minutes on the first try.

You're thinking accessory belt. If your timing belt was making noise, your engine would be damaged and not running. Anyways, replacement is usually the key. As the belts age, they harden and become less rubbery and more like plastic. The lack of grip makes the belt slip, and then you get the nice squeeling on acceleration or cold mornings.... If you're destined to not spend money, you can try re-tensioning the belt. You'll need a few short metric wrenches. Don't over tighten, or else you'll wreck the bearings in your Powersteering pump, Alternator or A/C Compressor. All things you probably want working.

timing belts on all cars need to be changed because of age dont know exactly when but just keep checking it for any damage or cracks in the belt you dont want it to snap! if it does the pistons will hit the valves and you dont want internal engine damage all for the sake of a relatively cheap timing belt!

As far as I know the only road speed governor would be an aftermarker unit. It can be removed but you would have to know what you're doing. The ones I've seen take the thottle cable off the thottle body and run it to the aftermarket unit. Then a new cable from the unit back to the thottle body. I guess you could hook the original cable back to the thottle body and "by-pass" the unit. Rich
