We are adopting from China. I have heard that Guatemala, Russia, India and Vietnam also adopt out internationally. Many, many countries have children available for intercountry adoption. For a few years Vietnam put a ban on it, but recently lifted this ban. Some countries are very particular about who can adopt. For example Korea insists that you meet certain weight requirements! If you are over 30% of the ideal weight for someone of your height they won't consider you. Other countries won't allow you to adopt: * unless you can prove you are infertile * if you have been divorced more than once * if you have more than a certain number of children already in your home Your age is also important depending on your preference for the child's age. The state makes all important decisions regarding the child and the foster parents have no rights, the state can just come in and move the child to another foster home for no reason. Adopted children are yours forever.

Europe contains more than 40+ countries and they all have their own adoption laws. Some allow international adoption and others do not. Please ask again and be more specific about which country you are referring to. If you want to adopt from a European country you should contact a adoption agency in your homecountry that deals with international adoptions.

You don't need your mother's permission to become emancipated. But doing so is more than just getting some government official to do a magical handwave. To be emancipated means being able to care for yourself -- and your baby -- and living an independent life. If you can't care for your child by yourself and your mother is unable or unwilling to help raise him or her, then you must consider putting your baby up for adoption, and the sooner the better. You must think of your child's best interests, not your feelings.

Adopting while living abroad is possible ... the question becomes, by whose rules do you adopt?

I would put it this way:

If you have permanent residence in a given country then that country's rules apply in regard to adopting children in that country, or in adopting children from another country.

If you are temporarily abroad, and not considered a permanent resident of the country you live in, then you are keeping your resident status in your home country, and the rules of your home country apply.

So one factor is, does your home country consider you are a resident abroad, or still "residing" at home? It depends on the country, but to be considered still resident in your home country (while living abroad), it helps to have kept up such connections as these: a home, a spouse, a car or furniture, social ties, a driver's licence, bank accounts, credit cards and health insurance.

For the U.S. citizen living in Italy, I venture to say it would be preferable for the U.S. state where the citizen lived to say that said citizen is still "resident" in the state, though living abroad. Otherwise the person would have to adopt by Italian rules, likely to be a more difficult proposition.

It depends on what type of person the child is. Some kids might not think too much of it. Others may be upset for a very long time. They might feel unwanted and sad.
