Just an additional note, you should disconnect the 2 pin plug from near to the Left hand strut turret "as your looking at it with the bonnet open", if you do not do this unburnt fuel may damage the catalyst in the exhaust, plug back in when it has started and warmed up.
Unfortunately this happens on other vehicles not just Mazda's, the modern car will in most cases overfuel to start when cold, it would then expect to be driven more than 10ft out of the garage, hence the excess fuel is not burnt off, and washes the bores causing low compression and non start, it happens a lot on Vauxhalls as well and other vehicles.
So if you don't want big bills, then run the car as it should be driven not 10ft then stop and lock the garage.

Please clarify what you mean by "crank up". Do you mean that the engine won't crank when it's cold? If that's the case it might be a battery problem. Sometimes a battery can produce enough current when it's warmer but the temperature drops, the chemical reaction will slow enough that it doesn't make enough current to crank the engine. Have the battery checked. When a battery gets to that point it is weak enough that it will show up on a routine test.

No!
Best way is to remove the driver's side, front tire all four plugs are easy to reach from there. Just don't mix the leading and trailing plugs up. The two different type plugs are clearly marked with either an "L" or "T" next to the spark plug well.

In the front, but it's very small, and all the way at the back of the engine compartment (close to the driver), so it's just about in the middle of the car.
This is what gives it such good balance and handling. (If someone in an RX-8 loses a race on a curvy course to someone in a Porsche, (s)he should be really embarrassed.)

Is the rx8 rotary engine economic?
Only compared to other very-high-output engines from the same year. I get around 23.5 mpg driving conservatively (which sort of defeats the purpose of having an RX-8).
Like most high-performance cars (Lotus and Tesla excepted), "spirited" driving will give mileage below 20 mpg. If you want good mileage, the newer V-6 Mustang and Camaro offer that with good handling. (Not as good as an RX-8, of course, but quite good.) Or a Lotus Elise if you have a lot of money.
The beauty of the rotary engine, IMHO, is that its tiny size allows for exceptional balance and handling. That, with the 9,000 rpm redline, makes it a lot like driving a 4-wheeled motorcycle.
The major reason why Mazda has stopped making the rotary engine (as of this year) is because it is impossible to get mileage as good as a piston engine from a rotary. (Even theoretically: the laws of Physics say so, because the surface area of the rotor is so much greater than that of a piston.)

Perhaps the best answer is that it is not "abnormal".
Remember that the RX8 is a rotary engine, and works VERY differently than a traditional piston drive.
I'm not a cert. mechanic for mazda, but my family has been driving them for well over 30 years (they've been very good to us) - and from what I can tell, 4000 in a rotary is close to what 2500 would be in a piston-engine.
The RX8 could probably hit 14000 RPM w/o really doing damage to the engine. The "red-line" at 8500 is there so the factory-installed clutch could handle the transitions. :-)
I have it on very good authority that (once the engine is warmed up!!) you should hit redline at least once a day. :-D Seriously.
Once I started doing that in my '05 RX8 (still going strong!), my gas mileage actually went UP (engine is better lubricated) and it has _never_ flooded. (a particularly nasty habit for RX8s of that year)
So... yes, it's okay. In fact, anything *less* than 3k may not be good for the engine. Shifting around 6k-7k RPM is not only completely safe for the RX8, but very much recommended for the life of the engine. i.e. if you don't hear that cool jet-engine-whine, then you are not driving the car nearly hard enough. It was designed by a racer, to be a racer. Taking an RX8 easy isn't good for the engine. Sure is; normal I mean. Power curve is optimal at the 3500-4000 RPM anyway.

Don't waste your money. Do it yourself. It is very easy. Remove the rear seat on the left side of the car. You will see a service port there under the seat. Remove it and you will see the fuel pump.
If you keep burning the clutch, you will need to replace the clutch soon.
You can burn the clutch in one take off, if you do it badly enough.
Do not "drop the clutch" at ultra high rpm.
