You can make any non-EVO Lancer perform past that of an EVO with a turbo kit, bolt-on upgrades, etc.

Change the breaks when you need to, cover any exposed metal (scratches) with the appropriate paint color to reduce rusting, keep joints properly greased to give a longer life to the rubber with in the joints and reduce rusting. In salty areas remember to wash off salt, in sunny areas use Armor All or something cheaper but similar for the plastic or leather inside the car. In short just keep up with maintenance.
