The 125 forks should fit the 250 as long as they are both the same frame style and close years.
2 strokes have powerband (response) because it only takes 2 strokes to get your power intake and compression are the first stroke the second stroke is ignition and exhaust this is all done in only two strokes. 4 strokes dont have as much powerband (response) because they do four stokes stroke 1. intake 2. compression 3.ignition 4. exhaust 1 stroke for each individual step. so 2 stokes take have the time to get the power as a 4 stroke. 2 strokes are great for racing but need to be wound out because they will load up and will run bad.. 4 strokes are better for the trails because they dont need to be wound out. 2 strokes have a lot of revs so things will loosen up a lot more than a 4 stroke so after you ride tighten up loose parts because they will fall off when your riding it happened to me.

As a modern dirt bike goes, it seems that the earliest reverence I can find is a 1924 Velocette. Most of the first motorcycles made were basically bicycles with an internal combustion engine strapped on somehow. These bikes were constructed just as "roads" were beginning to appear, so they were built to ride off road as well. Therefore, even the first motorcycles could be referred to as "dirt bikes". So dirt bikes (and street bikes) have been around since the dawn of motorycling, just at the time they were simply considered regular motorcycles.
So no one person invented the dirt bike. 1) The spark plug/plug wire or cap/coil are failing.
2) Your hi speed jet is clogged, or float isn't functioning all the way
3) The cdi/points depending on bike type needs replaced
Trouble shoot these one at a time and you'll get there.
If your on the right side of the bike the carburetor is to the top left of the cylinder, there is a screw with a spring on it, tighten the screw to bring the idle up, loosen it to lower the idle
1. They don't have a licence to do so. Many places around the world including U.S.A do not allow kids 11-16 to be riding bikes unless they are doing so in an closed track eviorment or competting in a competition. Kids that are between theses ages should not be riding bikes on the road unless there is some sort of prof that they have enough experience. In some case this may still not be enough because kids 11-16 just like to have fun, they are not using the bike to get places just to impress friends and play in traffic.

Depends on how they're mounted. Usually it's one bracket on the seat tube, one under the bottom bracket and one on the right seatstay. The seatstay is usually a wraparound clamp. Loosen the screw, pry it open, and off it comes. The one at the bottom of the bottom bracket shell is usually screwed in both the shell and the chain guard. The one at the seat tube might be welded to the frame, but screwed to the chain case.
Divide the number of teeth on the pedal gear by the number of teeth on the wheel gear. If you have multiple gears to choose from, you then have multiple ratios.
If you are talking about a motorcycle, the same principle applies, but now you have more than one set of gears: the crank to countershaft primary set, the selected gear set, and the mainshaft to wheel set (if chain), or the two sets (mainshaft to shaftdrive and shaftdrive to wheel, if shaft drive).
