The Balancer on that 3800 has a special puller that you use to remove it. The only difference is that the bolts for the puller have a much smaller diameter than the regular off the shelf puller. Be careful not to thread the bolts into the threaded holes too far or you could damage the crankshaft position sensor "pick up" fins on the back side of the balancer.

There is also a 20A fuse located in position 6 of the same block which protects the relay. Check the fuse FIRST!
Also, be aware that the ignition control module is drawing from the same fuse. If the fuse is blowing repeatedly, check the ignition as well as the fuel pump circuit.
