I had a problem of insects of all sorts hovering on my cement front porch at night mostly in summer until I covered it with a large outdoor carpet I bought from Home Depot. It appears the cement porch absorbed the heat from the sun during the day and retained throughout the evening. The carpet does not retain the heat and and the evening the porch cools down and insects leave.

For example, horticultural oil has summer and winter treatment schedules. It tends to be more effective against an insect's eggs. Insecticidal soap tends to be effective at other stages in the insect's life cycle.
