How did the emperor keep the poverty-stricken masses pacified?
The emperors kept the poor people pacified by the practice of "bread and circuses". This meant that every citizen received a measure of grain per month and sometimes oil. Also free entertainment. At the various entertainment events, there was a grand finale, so to speak, when gifts were tossed out to the masses in the stands.

The fundamental reason to get rid of poverty (to the extent that it may be possible to get rid of poverty, which is a very difficult thing to do) is that we feel compassion for our fellow human beings and we do not want them to suffer from the many ills that poverty brings, which include bad diet, bad housing, bad education, and a bad standard of living in general. From a more selfish viewpoint, it is also true that poor people are unhappy people, and unhappy people may wind up joining violent revolutionary movements and killing you (or even if they do not go to that extreme, they may find ways to take out their frustration on you).
Does reforestation affect poverty?
The answer to this question is simply 'yes'.
Why?
By the cutting of trees a lot of land becomes not-usable to farmers (mainly in LEDCs). Bigger industries take over, so the revenue made by those small farmers decreases (because they've lost their land of course). Costs become higher due to the fact that other places get difficult to own and so total profit becomes lower.
So reforestation has some effect on poverty indeed.

I'm actually from Jamaica and I was there last summer and found their foods are EXTREMELY expensive! It's like $58.00 for a box of cereal. Or a bottle of milk is like $200.00 a bottle! Can you believe that?! I bet they have poverty down there because how are they supposed to survive if they can't afford to buy groceries for there family? I bet you they must have high paying jobs to make sure there's food in the fridge. i live in Canada and gorceries don't cost that much. You could buy like $100.00 worth of groceries and they last for a few weeks. i bet you the jobs they have in Jamaica they must get paid a lot of money or they do overtime at their jobs. I could imagine living down there and struggling to provide food for my family because the groceries are way too expensive to buy. Also i wonder how in the world do the parents pack the kids lunches for school? Maybe some kids go to school without lunch. Maybe their parents can't afford it or their jobs don't make a whole lot of money.
