With male mammels the testicals have a period when they are close to the body then nearing sexual maturity they 'drop' get further away from the body as they required a lower temperature to make gametes then what the body provides. If the puppy is in obvious discomfort (chaffing) then I would consider cosmetic surgery or even castration (its cheaper and really if you are going to bred he needs only one.) If there is no discomfort I would wait and see if the situation doesn't rectify itself at maturity.
