The SSA require that Social Security benefits be used for the person that is eligible to receive them and in some instances for a dependent spouse and minor children.

SS benefits for minors are due to the loss of a parent 'survivor benefits'.

The general criteria is that such monies are to be used for basic necessities, food, clothing, shelter, education, in some cases a reasonable amount of spending money for an older child, etc. with any remainder placed in a savings account for the minor child.

It would be extremely difficult to prove that benefits for a minor are being misused unless an investigation by a social service agency or other authority proved that said minor child was living in an unsuitable environment and had been subjected to neglect and/or abuse.

Your best bet is to go see an immigration lawyer. Make sure you finished high school and have kept (and continue to keep) a clean record with the police department. Since you are still a minor, your overstay must be through no fault of your own. A judge is more likely to allow you to stay without fear of deportation if it's not your fault.

I can't speak exactly for your situation, but I live in New Hampshire, & we got a ton of parking tickets in California over a period of 2 months. We never paid them, just went back to the east coast. The car died shortly after, which we knew it would, and its never come back to haunt us... That was about 7 years ago. I have had other speeding tickets & various since then-, & no mention of the parking tickets, but they've all been in New England. I could see it might come up if I got a ticket in California, or a neighboring state, or tried to apply for a license there. It's a gamble, I'm sure your aware. How much of a gamble depends if you have a US license, or are planning on applying for one; & wether you plan to drive in that state again. If your not, I'd say forget about it. Communication between non-neighboring states regarding small legal issues isn't that great, but better now than it was then, given computerization. If it did come up again, you would owe the ticket amount, plus penalties- probably based on how much time had passed, & if you had a US license, they would take it away until you paid it all.
