I do not know your year Outback specifically, but the most difficult part on the ones I have seen is getting clear access to the back of the bulb. You may have to remove part of the air cleaner, the battery, or other shrouding.

You wiggle the plug and wire feeding the bulb while pulling to remove and there is a spring clip holding the bulb in. Squeeze it and it will flip out of the way. No tools required. Be sure to not touch the new bulb with your fingers since the oil from your hands will shorten bulb life.

I do not know why! could have something to do with the front transmission not being designed to take full power from the engine, as when AWD is engaged your front wheels only receive 90% and the rear 10%, until of course the front wheels slip and the rear gets allocated more power.
