Why does the sun take longer to set in summer than in winter?
Not only that, but it rises earlier, too.
The Earth is a sphere, but the axis of rotation isn't perpendicular to the plane of our orbit around the Sun. And really, why should it be? The fact is that the Earth's spin axis is tilted at about 23.5 degrees from the perpendicular to the ecliptic ("Ecliptic" is the plane of the Earth's orbit around the Sun.) Since the Earth spins like a gyroscope, it's pretty stable; it doesn't wobble (much).
So when the Earth's axis is tilted a little more toward the Sun, the days are longer and the nights are shorter. The Sun rises earlier and sets later. We call this "Spring" and "Summer".
When the axis is tilted a little AWAY from the Sun, it's fall and winter; the Sun rises later and sets earlier, and we have shorter days and longer nights.

Is sunrise astronomical time for raising the flag in the morning or when you can see the sun?
The answer would depend on who is flying the flag, and which flag.
In US military tradition, the American flag is raised at 8 AM (or, the beginning of normal working hours, when different) and is lowered at sunset.
There are MANY exceptions. For example, the flag may be flown 24 hours per day if it is illuminated.
That is called The midnight sun which is a natural phenomenon occurring in summer months at places north of the Arctic Circle and south of the Antarctic Circle where the sun remains visible at the local midnight, around the solstice, June 21 in the north and December 21 in the south, and given fair weather the sun is visible for the full 24 hours.
Is it safe to drive without your headlights on during nautical twilight when the sky is clear?
Motor Vehicle law states that headlights MUST be used after sunset. IN some states they must be used all of the time, when it's raining or snowing or when conditions require it. If you have an accident because you choose not to use your headlights, your insurance company will probably not pay anything for it.

Why is there twilight between day and night - not just sunset then darkness?
Because the Earth has an atmosphere. The sunlight refracts, diffracts and diffuses (bends and is spread out) by particles and the gases of the atmosphere. The light is still substantial even when the center of the sun is 10 degrees below the horizon. This is also why night comes much quicker in low latitudes (near the equator) than in high latitudes (near the poles).

Next time it stalls, have a can of starting fluid with you. Use the starting fluid and a helper to see if the engine will pop a couple times when it won't run otherwise. If the engine will run as long as you keep shooting brief bursts of starting fluid, then your camero has a fuel delivery problem... probably a clogged fuel filter, but not necessarily. It could be your distributor shorting out, or your spark plugs could be wet with gas. I had the same problem last year. Also, check your plug wires to make sure they aren't burnt or cracked which could cause arching.
