The sun is south of the equator from late September until late March.
Colombo's latitude is roughly 7 degrees northof the equator, so the sun
can never be directly overhead there in December. At its highest, at the
time of the March and September equinoxes, it would be 7° down from the
observer's zenith ... 83° above the southern horizon.
Between March 21 and roughly September 20, the sun proceeds from the
equator, to about 231/2 degrees north around June 20, and back to the
equator. So during that part of the year, it crosses 7° North latitude twice ...
once on its way north, and again on its way back toward the equator.
The sun's motion in latitude is more sinusoidal than linear, so I'm not sure that
I'm correctly calculating the dates on which it crosses a particular latitude. But
it looks to me that it would be at 7° North latitude on April 8 and September 2.
These would be the dates on which the sun would be nearest to overhead at
solar noon, for a person standing in Colombo ... whether or not he wears a hat.

The Arctic and Antarctic Circles are the latitudes farthest from the equator where
the sun never remains up (or down) for more than 24 hours. Their latitudes are
roughly 66.5° north and south, respectively.

The reason for a green flash lies in refraction of light (as in a prism) in the atmosphere: light moves more slowly in the lower, denser air than in the thinner air above, so sunlight rays follow paths that curve slightly, in the same direction as the curvature of the Earth. Higher frequency light (green/blue) curves more than lower frequency light (red/orange), so green/blue rays from the upper limb of the setting sun remain visible after the red rays are obstructed by the curvature of the earth. Green flashes are enhanced by atmospheric inversions, which increase the density gradient in the atmosphere, and therefore increase refraction. A green flash is more likely to be seen in clear air, when more of the light from the setting sun reaches the observer without being scattered. We might expect to see a blue flash, but the blue is preferentially scattered out of our line of sight and remaining light ends up looking green.
At the summer solstice the sun sets on the northern horizon at latitude 66.6 degrees north. At the same time astronomical twilight ends only at latitudes below 48.6 degrees north. It's 66.6 minus 18 because for astronomical twilight to end the Sun's centre must be 18 degrees below the horizon.

Because of Helsinki's northern location and earth's angle during summer, it doesn't get completely Dark. In northernmost parts of Finland (as well in anywhere in north) sun actually stays above horizon around the midsummer nights.
In contrast, Wintertime is very Dark in Helsinki and whole Finland. Thankfully there are white snow (usually) to give some light to the darkness :).
