Answer: It is your choice, you can choose a Apple iPad WiFi + 3G or a normal Appe iPad WiFi. If you get the one without the 3G you can run it on WiFi only and not pay a monthly contract fee, the only thing you will pay for is the internet service.

I would convince them by trying several approaches... 1) Good grades and attendance at school. 2) Helping out with chores around the house other then ones already asked of you 3) Get a part-time job. Showing some form of responsibility, may help convince them.
i would tell them the pros of a phone for example if you are lost or you need to stay after school late and they wont let you use their phone( that's not likely to happen but you could try)
Apple does not make iChat for iPad. But if you have an iPad 2 or newer, you can use FaceTime which is very similar to iChat.

At this current time there are no cell phones that are designed for the united states market that can accept 2 sim cards. I know that there are phones sold by Verizon wireless however that can use Verizon cdma network which doesn't require a sim card and then allow a sim for uses overseas on Vodafone's network. Besides that if you are really that set on having 2 sim cards in one phone then there are a few site that sell a piece which must be soldered onto the circuit board within the phone and then i have no idea how you can switch between the 2 sims.
