But as a mode of real comparison, I can offer my personal experience running games on dolphin from a couple different pcs:
I have one PC that meets these requirements (geforce 9800gt 1024mb, Intel dual-core 2.7ghz, 2048 mb ram). this PC can run most any modern game (black ops, crysis, etc) on decent enough settings with no problems. However, for example, when trying to play the gamecube version of twilight princess on dolphin, I only get about 3fps with desirable settings. Dolphin does allow for a lot of tweaks in the settings and after playing around with different combinations, I have been able to achieve around 25fps, but at these settings, too many graphical glitches and artifacts appear making the game realistically unplayable.
I have another PC that well exceeds these requirements (geforce 425gt 1024mb, Intel corei7 quad 1.8ghz, 4096mb ram). On this computer, games are playable on dolphin, but only just playable. On the best settings, I can push around 30fps on avg, but there are still some minor graphical glitches that are kindof annoying. From my experience, this is going to be your bottom line as far as what kind of system it would take to run a gamecube game on dolphin and get ANY semblance of the actual gamecube experience.
In reality, you will need an unrealistically good system to be able to play dolphin. As such, i wouldn't expect it to find its way into most peoples library of emulators for at least a couple of years.

Why are Nintendo DS emulators so slow?
Emulation is always inefficient and requires much more processing power than the system being emulated. Emulation always takes more CPU cycles than it does running natively (on actual hardware). Most computers out there do not have the power to run a cycle-accurate emulator at full speed with all of the effects and features of the DS. As time goes on, computers will get faster, and the emulators will become slightly more efficient, but it is unlikely that your current computer will ever be capable of playing all DS games at full speed.
^^ You do realize every console system was made from yesterdays computer hardware at the time of each console gen's release. The only real differences between them are: Each console's OS no matter how primitive it was written to run their processors fully loaded with the majority of game data cached in RAM. The DS runs an ARM 9 & ARM 7 Processor. However, most of the DS emulators are old and have not been updated. Also unlike console OS's most emulators were not written to utilize all cores on a processor (I think it was just something most developers had overlooked). Windows, Linux, Mac, etc...etc...etc...will never try and force an emulator to utilize all it's cores, if the emulator was not already written to utilize all available cores. Unlike modern console/handheld processor instructions that always force workload division.
Back to the original question though, No$GBA (Yes it says GBA, but it does have DS support). This is the only DS emulator I have seen that is multi-thread written. And when set up properly it can also run DS games smoothly even at faster speeds than the game was intended to be played at. You can youtube it, plenty of DS vids on No$GBA. But simply because of the fact that it was written to utilize all available cores, much like the console OS, it can run well on hardware even older than the DS device itself, such as a Socket 478 Pentium 4 with Hyper Threading. Emulator performance comes down about to about 90% programming but only about 10% hardware.

An emulator is a program like any other, and falls under the same rules and guidelines that affect all software. The intended usage of an emulator does not affect its legality in anyway.
The usage of an emulator is also completely legal, and any reverse engineering of a system's BIOS to make emulation possible is also legal. The case of Sony vs. Connectix concluded the following:
"Connectix's reverse engineering of the Sony BIOS extracted from a Sony PlayStation console purchased by Connectix engineers is protected as a fair use."
There are some gray areas regarding this however. Some emulators require a copy of the system's BIOS to operate, and distributing a BIOS file is in fact illegal unless the copyright holder authorizes the distribution, or if the copyright becomes nullified.(Which can happen because of other events not discussed here.)
ROMs unto themselves are also perfectly legal to own, copy, and distribute. These rules do NOT apply to copyrighted material however, and it just so happens that most ROMs are made from data that is still under copyright.
