That gets you a full 1 and a half inches from nails and dry wall screws etc and allows electricians to come back and pull more wire etc. Depending on circumstance you may also want to put steel plates over the 2x4 where you drilled the hole, so if some idiot comes behind you with trim nails longer than 2 inches you wont get a short or set the house on fire also a good idea where plumbers drill for pipes... Before use, perform a thorough inspection and look for damage, bent rungs, grease on tread, defective feet, etc. Follow the labels on the ladder and the owner's manual. If you don't have the manual you can download a copy from the manufacturer's website.
When you set the ladder, keep clear of electrical lines, Lean the ladder against the structure at a 4:1 (with your toes at the base of the ladder, your fingertips should touch the ladder with your arms extended).
Check that the surface is firm and level. If the ground is soft, you can lay down a plywood square so the ladder won't sink.
Check that the ladder won't kick out. If you are on hard pavement, ensure that the feet have the rubber tread down. Some ladders have "claws" on the feet that can be flipped to bite into the dirt.
Extend the ladder so that it is between 3 and 4 feet above the top of the structure if you need to step off the ladder onto a roof. Secure the top of the ladder to the structure with a rope, strap or chain so the top won't slide.
Maintain 3 points of contact while you climb. Always climb facing the ladder.
Don't overload the ladder. Add your weight and what you are carrying up the ladder. Never put 2 people on the ladder at the same time.
While many epoxies will claim to bond many things I would start by testing a small piece in a inconspicuous area. Clean concrete is a must.
Don't be lured by the quick setting versions of epoxy in the hardware store. In my experience the 90 min-4 hr types will bond best.
If your test fails and the epoxy stays on the concrete, try passing a flame over the surface of the rubber (be careful not to melt or burn it). Use proper safety instructions and do it outside. In many cases this will open the surface to the adhesive.
Special Polyurethanes (caulking or liquid) may also be useful for this application. Urethane is more flexible and may survive the traffic effect better. An added plus is they like to bond to concrete
Lead-Free Electrical Tape is probably your best bet at finding.
It's not too bad. But if you have a choice, get some of the cyanoacrylate adhesive (CA) that is used as a liquid band aid. It's a little different flavor of CA, and it is probably the better choice. Band Aid (a Johnson & Johnson) company makes it, and there are other brands, too. A link to a related question is provided.

Don't use nails! There are many alternate methods of installing indoor railing that do not include nails. Nails should just be used to hold trim pieces in place. If that's all you're doing, angle or straight is just a personal perference.
