The Irish couldn't stop food being exported to England because England had full power over the country. The Irish had no choice. At the time, it was highly unusual for any country to export all the good products first before feeding their own country, that's how bad it was. The simply ate potatoes and drnak milk, the only two things left after what was exported to England's extraordianary demand for food and raw materials.

Now, I'm not sure how you got the whole 'shooting' thing, because the English wouldn't have set foot in Ireland to shoot them! They thought of the Irish as dirty and poor and wouldn't go near them, even if it killed them. Or, if not, they were pretty ignorant as to what was going on.
