Until 1933, the evidence is at best contradictory: Since 1898 the US had shown iteself to be an ardent meddler in other countries as well as a land of racial prejudice, particularly but not exclusively in the South. The country's record of elected government was more promising, though many still lacked an effective voice - notably southern blacks.

There was some movement toward a more positive international role: in 1900 the US had opposed European seizures of territory in China, and in 1905 it brokered peace between Russia and Japan. US involvement in World War I came with a strong democratic and internationalist message, though the latter aspect was rejected by voters at the restoration of peace. In 1928 the US and France sponsored the Pact of Paris which repudiated war (on paper, anyway), and in 1932 US refusal to recognise Japan's seizure of Manchuria (northeast China) signalled opposition to armed aggression in the Old World.

Roosevelt's assumption of the Presidency (1933) signalled further change: the "Good Neighbor" policy pledged more respect for the independence of Latin America's republics, while the US extended its participation in some of the international bodies created after World War I (though without joining the League of Nations). At home the New Deal empowered workers, aligning the US with the cause of improvement for the poor as well as anti-fascism abroad. Progress on race relations was muted, but despite continued official acquiescence in segregation, blacks benefited from the Administration's economic policies and responded by voting strongly for the Democrats from 1936, ending their traditional support for the Republicans, the old anti-slavery party.

Despite the fear mongering of white racists, white people are nowhere near being a minority in the United States (where I'm going to assume you live). According to the 2010 census, 72% of Americans are white while only 12% are black.

Institutional Nesting is a theory of International Organizations which holds that a defining factor in the development, shape, and decay of Institutions is the way in which they interact with other Institutions. For example, Institutional Nesting might posit the success of ASEAN was a result of it's ability to "nest" itself within existing WTO norms and regulations. The term was probably coined by Berkeley Professor Vinod Aggarwal, it might help to read some of his work on it. For example, "Institutional Nesting: Lessons and Prospects" which a quick google search shows is free from Princeton.

We can easily recapitulate the Apartheid Law that was in practice in South Africa, which was a clear incitement to racism. This draconian Law prohibited the blacks even to enter the localities where the whites were in majority. Further there were restrictions in Government service for the blacks where the whites enjoyed supremacy. The blacks were second class citizens even in their own home land. The strenuous fight of Dr. Nelson Mandella,for which he was behind bars for 34 years, forced the white ruled Government to repeal this primitive Law,thereby officially putting an end to racism.

Pseudo racist:

1. A person who opposes or dislikes a pseudo race. Example: Someone who speaks against Islam.

2. A person who claims to be racist, but who is actually not racist.

Ethnic segregation and racial segregation are extremely similar if not the same. Your ethnicity is your exact genetic line, while your race is mostly seen to be slightly more broad. Some see only White, Black or Hispanic as far as race, but they are wrong. While race in most peoples eyes is limited to the tone of your skin, it really is much deeper than that. So really race is a bit of a more broad description , while your ethnicity is what defines your background exactly.

Here is a way in which confusion can come into play..... I am Italian. My friend is Spanish, my other friend is English. Now to the most of the world My English friend and I are considered "White". But how true is that? My Spanish friend is "Latino", which in essence means that your root language is derived from Latin, but then so is Italian. So why is being Italian not considered Latino? No one can really answer that question, except that in some way Latinos got lumped into a category that really was incorrect. because French would also be considered Latino, but their not. Ethnicity is more reliable. Most recently there has been a clarification into the whole Latino thing. Most forms have switched to Hispanic, in any event I think it leads either to favouritism or discrimination, so I really have a problem with the whole thing. but there's your answer.

By white people, I assume that you are referring to skin color. "Caucasians" tend to be of lighter colored skin thus the term "white" is often used to describe their lack of melanin in the skin.

Because they have long been the race in control of many of the affairs which occur around the world, they seemed to be more inclined to stay in power. Change is difficult for many whites, so they may tend to be "nosy". Unless you are talking about noisy, that's a different story.
