A conductor [wire], or a connector plug have been cut or disconnected creating what is called an "open circuit." A common cause is corrosion where the ground wire [usually very near the bulb socket location] is connected to a metal ground part of the body or frame. The fix is to FIND the cut or disconnected connector, RECONNECT the open, and then the current can flow through the bulb to ground. If it is a corroded ground connection, then the fix is to dissemble, clean'remove the corrosion [rust] and then tightly remake the connection.
How do you replace directional bulbs on a 1995 Buick Century?
Cool
I have a 95.
If if in rear, just "unscrew" the little plastic wing looking things around the back tailight trim...pop out the WHOLE trim thing, and find the bulb not working, replace it, pop it all back in, put the wingy things back on tighten them up...done.
If in the front, I think you can just pop open the hood, look in there next to the headlite "bulbs" so cool they are...and you should be able to replace there.
good luck.

What kind of tool does it take to put the harmonic balancer back on a 93 buick?
Balancer Installation tool. Basically it's a threaded rod with a washer & nut. You thread the rod in to end of crank & tighten nut to draw balancer back on. I've seen it done with an impact wrench using the crank bolt, but you have to be careful not to screw up the threads. The installers are available at places like P.A.W. in Northridge, CA & other places that sell engine building supplies for around 40.00. They have different ones based on engine family & are usually a couple thread choices each side. Resist the urge to "love tap" it on, you could break loose a bearing or something inside.

How do you remove the hubcap from a 1988 Buick Century?
It probably has a locked lug nut that requires a special wrench that should have came with the car. It's small and t shaped. Check the glove box. That is correct. However it is also common to have the Metal Pound on wheel covers as well that would be simply removed by prying on the edges. Only the wire wheel covers will lock.

The you unscrew the hose clamp on the throttle plate inlet box(the other end of that hose). Pull the hose off of both ends. Then pop the clamps on the top of the filter box (on the top). Lift the plastic plate (with the hose assembly in the back) back and up. Repace in reverse.
