Most likely the very fragile wires that read the "chip" in your key have broken. These wires are located just inside the key opening in your ignition tumbler and under go constant twisting. You can bypass the theft system and save alot of money. There are instructions on the internet. Google bypassing VATS on GM cars.

ok here whats you should do: put the car on the jack on one side and start by removing the tire. (Note: you losen the nuts before putting the jack up.) for covenience turn the steering so that the caliper, the thing that holds and applys the brakes, is pointing outwards. now heres a list of tools you may need: a rachet with 13,14,15 sockets, key wrenches of the same size, 13 14 15, a flat screwdriver, grease, and WD-40. looking the caliper you will see that's it is mounted with 2 bolts. now if those bolts are or appear to be rusted then apply WD-40 and let it soak. when looking at the caliper you will see a hole in the front-middle. through that hole you will see the caliper psitons that pushes on the brakes. use the flat screwdriver and try to push the piston back inside as much as possible. then proceed with losening the bolts. BECAREFUL!! DONT APPLY CONSTANT PRESSURE WITH THE RACHET OR THE KEY, HOLD IT SECURELY WITH ONE HAND AND GIVE BANGS WITH THE OTHER HAND. this technique will prevent the bolts from breaking. when the bolts are open just remove the caliper from the disk and put away so it does not bother when changing the pads. don't forget to note how the pads are placed on the disk. look at the new pads very carfully and see wether they are all the same or are in pairs of two. just keep that in mind. now put the new pads (after removing the old ones) and turn to the caliper and check if the piston is all the way in. if not then use somthing to push it in DONT USE ANYTHING THAT WOULD DAMAGE THE PISTON AND DONT PUSH THE PISTON FROM THE INSIDE. USE THE WALLS OF THE PISTON TO PUSH IT IN. when done with all this simply put the caliper back on and tighten the bolts not too much or too less. put the tire back and put the nuts on and lower the jack and tighten the nuts. then perform the same procedure on the other side and after the pads have been changed then press the brake pedal a few times until the brake feels though. this should take about an hour or so depending how fast you can do it and the condition of the brakes, bolts etc.

Need a better definition on "wing" tail lights. In the late 40's through late 50's, the Cadillac had tail lights at the top back of the rear quarter panels. 1956 was the last of the tail lights at the very top of the quarter panel. 1950 through 56 tail lights were more like bubbles at the top of the tail fin. In 57 and 58, while models varied on tail light placement, the tail light lenses were more "aerodynamically" shaped with the car. In 1959, the tail light lenses took on a bullet shape, and while near the top of the quarter panel, they were not at the top of it. Throughout the 60's, while the tail lights remained in the "wing" they were not at the top of it. Problem is with the VATS system most likely. Can stem from changing the key you use after a long period with one to another, or failing computer. Take to a great mechanic, not a good one. Max repair about 550.00, could be a problem with the wires leading to the vats reader in the ignition lock cylinder which should be around 300.00 to 350.00 completed. Good luck. It needed the entire tumbler assembly but I went ahead and jumpered across the system and "faked" it into thinking my key was working. I just took a ohm reading on my key and purchased a reisister of the same value. Under the base of the steering column are two wires coming from the tumbler. I connected the resistor in series with these two wires (coming from under the dash-not to the tumbler) and my problem was fixed. I was having this exact problem, i sprayed wd 40 into the key hole and worked the key in and out several times, i have not had the problem again and it has been over three months now. i think this cured the problem.

To put it all back together, compress the caliper piston first and use disk brake lube on the bolts and the point where the two halves of the caliper slide across each other.

This code relates to the torque convertor clutch control system, similar to the P1870 code found in other GM models. The usual problem here is slipping in the torque convertor's viscous clutch and possibly a solenoid problem.
