if this is on a 2stroke the governors are on the throttle handle and the exhaust take the exhaust off at the head and there should be a washer in the exhaust remove the washer. on the throttle there is a screw that stops the throttle from going full throttle remove that screw. there usually by the throttle & to take out just a few screws

Two: the vehicle is not getting fuel find a friend with a fuel pressure tester and verify that the vehicle has the proper fuel pressure if it does make sure there are no fuses blown to the injectors and that the injectors are getting a pulsed signal if there are no fuses blown if you have your pulsed signal you may have bad injectors but this will more likely cause a miss than a no start. Third: you may not have compression this comes from many problems broken timing chain, bent or burnt valves, worn piston rings etc, to check this get a compression tester remove a spark plug and test for the specified value usually 130-190 depending on the engine best to consult a manual for that well that's it once you find your problem you get into the wonderful world of diagnosis why does it not have what it does not that's why they pay people to fix them for example your computer could be bad it controls fuel and spark you could have a bad sensor if it has a check engine lamp that will lead you to a less vast field of problems but without a trouble code which you can get from a cheap scanner it is wide open

Get ready for some work.you need to remove the master cylinder nuts that hold master cylinder to brake booster.once you remove nuts you have 2 choices remove master cylinder to remove booster. to keep from bending brake lines.or you can leave master cylinder in pull it toward you easily careful dont bend lines .disconnect vacuum line at booster .go inside vechicle to floor on driver side loosen four nuts on floor to booster .disconnect power brake push rod from brake pedal .dont force pushrod to the sides when disconnecting it.remove four booster nuts then remove booster.when in stalling the new booster loosely install four nuts then connect the push rod to the brake pedal .install new clip tighten the booster unit .if you decide to remove master cylinder use inline wrenches on master cylinder to remove lines.also plug the master cylinder brake line holes to keep from losing all brake fluid. Also don't forget to bleed the brakes

I would say check the battery with a digital meter, and see what voltage you are getting with the car NOT running... and then check with it with the car running, this is when the alternator is charging or attempting to charge the battery. With the car running running should be some where around12.4-13.6 +/-
