I have the same problem with my 2001 Sisan Sentra SE. I have checked the horn, relay, and fuse and all are fine. I have found that the mass of wires which from the fuse box to the relays are undersized and poorly protected from the elements. They also run under the battery and behind the front bumper where anything can get into them. I have found a few green wires just under the battery. The wires turn green when the copper in the wires oxidizes from road salt. I have reconnected these wires and still no connection to the horn so i ran a new wire for the horn from the fuse box to the relay box to get a good connection. Once i put everything back together and reconnected the battery the horn fuse blew because of a short. Even if you have no problems I sugest looking at these wires to be sure that they are covered very well especially where they take a 90 degree turn under the battery.
