I have worked on air conditioners since 1960 and have never heard of a low side reading without a high side reading. Are you sure you are on the low side, the fitting is on the accumulator. If so you need to be sure that the hose is depressing the schrader valve. If you loosen the line at the gauge you should have pressure. If the high side is 120psi and the low side is zero, then you are low on refrigerant or you could have a clogged orfice tube.

Using a set of a/c gauges put the blue hose on the low side (suction side) and the red hose on the high side (discharge side) and make sure that there is no freon in the system and if you have freon in the system then you will have to go to an automotive a/c shop and have them reclaim it for you..
Put the yellow hose on your vacuum pump and let it run for about 1 hour and then let it sit for 1 hour so that you can see if it will at least hold the vacuum pulled.
If so then let it run for an additional hour and then start the recharging process remembering to keep the low side readings between 30 to 40psi and the high side between 200 to 250psi depending on the outside temperature…………….

Try behind the glove box, and I don't mean the easy one on the left. I took the glove compartment out and if any fuse block is in there it is hidden.

In the fuel tank Look under the carpeting in the trunk. On the driver's side in near the back seat you'll see a wire passing thru a plate in the trunk floor. There are 2 screws that hold this plate. I think the fuel pump is under there.

Easy answer: Its the first one on the left, in the front. Complicated answer: The front of the motor is the side with the Drive Belt. The left and right of the motor is designated as if you were laying on top of it, with your head at the front of the motor. The left side of the engine is the 1-3-5 side. The right side is 2-4-6. The number 1 (#1) cylinder is always on the left side of the motor, but figuring out which side is left is always opposite what you think, and in front-wheel drive cars, it is backwards and sideways. Basically the #1 is just left of the belts in most cases, but you need to understand it is left looking from the rear. So anyways the #1 cylinder is just in front of you, the first one on your left.

The Flasher Relay for the 98 Lumina Sedan, (and all 97-03 GM W-Bodys,) is located under the dash! It's directly above the Brake Pedal. It's a ways up there! When you look up there you'll see where the steering column passes through the firewall, and a lot of wires in that area. You'll need to carefully make your way through the wires, it was easier for me to fit my hand through the passenger side if the column. There's another cluster of wires above them, where I found it! The Flasher Relay is a rectangle approximately 1"x1"x1.5". You'll just have to reach in and feel for it!
The Flasher Relay controls the Turn Signals as well as the Hazards. You may experience that one or the other is not working, most likely meaning that it's just loose, rather than broken. Try tightening it before replacing it!
