U.S. Marshals operate under the same laws as any other law enforcement officers, so they would read someone a Miranda warning under the same circumstances that any other officer would. However, it is not necessary to give a Miranda warning when making an arrest unless the officer intends to question the person arrested about a crime.

You call and talk to the manager and he/she seems ready to rent to you until they ask you what race you are. This could also happen for a job and either way it is discrimination. Just asking someone in itself is not against the law, but the intent behind asking maybe against the law.

If you are referring to a School Resource Officer (SRO) simply speaking with a student while on the school grounds, it most certainly IS allowed. The situation might change only if the juvenile/student was actually in custody, or being questioned as a suspect in an offense. Then a parent/guardian or school administrator should be present to act as, not only a resource for the minor, but as a witness for the officers actions.
