The bully I'm referring to is the cyber bully. According to the National Crime Prevention Center, 40% of teens with access to the internet have reported being bullied online, making this an epidemic among 15-16 year olds. Though they seem less threatening, attacks over the internet have the potential to do tremendous harm to a young person's psyche and social image. Some of the most common examples of cyber bullying attacks include "blogging" or sharing private information or humiliating photos, sending cruel and threatening messages and the hacking and vandalizing social networking profiles. This type of torment is extreme, having already driven young people to suicide around the globe. It is imperative that parents, teachers and young people work together to curb online bullying before even more children are hurt, and more lives are lost.

If you see someone who is being bullied, do not wait to tell your parents or teachers. Most importantly, you should remember how the bullies / bully look like and how old do they look like. If you see someone being bullied you should not get physically involved. You could try telling the bully to back off but they most likely you will be bullied. You should speak to a teacher or a parent ASAP.

This is possible. it is often best not to reply, but block or unfriend the bully if you can. Remember that whatever you reply will always be on record somewhere.
