What is the purpose of primecoat?
It depends... but here are a few examples and which primer to use.
Drywall Primer: This primer's purpose is to seal new drywall so that the next 2 coats of paint end up creating a nice even finish. If you don't have access to drywall primer you could always just use regular paint… however it is best to use a flat finish paint since it dries faster and has a rougher finish which will help make the papered drywall and joints blend in better.
Bonding Primer: This primer's purpose is to create adherence between a surface and a finish paint that would normally not have been able to stick well together. Metal Doors and surfaces with existing Oil Paint (if you want to go with a Latex top coat) are 2 examples of surfaces that would required such a primer. Before applying a bonding primer you should also scuff sand the surface so to allow better adherence of the bonding primer.
"Grey" Primer: Those primers are essentially plain drywall primers to which you add various shades of grey. The purpose of those primers is to serve as an undertone for darker/brighter colors. Darker/Brighter colors tend to not cover as well and never really end up giving the surface a 100% coverage. It is best to consult the paint manufacturer from where the color was choosen to identify which "grey" primer to use. I write "grey" in brackets because the range of grey primers goes from White to Dark Grey.
Oil Primer: Oil primers are mostly used outside on bare wood. An oil primer takes more time to dry (compared to latex primer), giving it more time to penetrate the wood and create a good bond for the finish paint.
Hope this helps :)
Happy Painting
You can check out the Bob Villa site. It has some really good ideas for "bag' painting walls and faux designs. It also has a program where you can try out Bob Villa, paints on different style rooms. Or mix your own color combinations. Another suggestion: You can go to the "behr.com" web page. you can choose the color you might want in the room and it will show you a picture of the room with those colors on the walls. Also, it will suggest some complimentary colors to go with it. If you like a certain color you can also alter it a bit making it more muted, brighter etc. Good luck. When I tried it I found it to be very helpful. Going online and to paint stores are great sources of knowledge. Another is Barnes and Noble where I have found tons of information on novice to advanced techniques of decorative arts and faux finishing.
What is the height for hand rail?
they should average 32" to 36" from the front of a tread or the surface of the porch or deck.
It's called "Goof Off" and you can find it at any hardware store.
Unless it's called "Oops" then it's made by Homax.
How many days do you wait after plastering a wall before you paint it?
It depends upon the "plaster" you are using.
If you are using a gypsum-based veneer, it will take a day or two, depending on the area plastered, the humidity and temperature. Gypsum plaster (joint compound) can be painted as soon as it completely dries, but any dust should be removed from the plaster surface with a damp towel.
Actual plaster, new or a thin covering layer, has to "cure" (set) as it is highly alkaline and may react with paint, especially oil base paints. Your plaster supplier can give you the best time frame, which could be 30 days or even longer.
Hammer paint (or hammered paint) is a special lacquer with a surface that looks like hammered metal when dried.
The slightly iridescent areas are caused by the different orientation of very small shiny particles which are suspended in the lacquer. These particles are often made of the mineral mica. Mica is chemically inactive and very resistant. Alternatively, aluminium or bronze powder may be used. To make the "hammered" effect more pronounced, a small percentage of silicone oil may be added directly before application.
Hammer paint is often used to beautify technical apparatus and not so commonly as a protective coating. The optical advantage of hammer paint is that surfaces look acceptable even if the underlying surface is not flat and smooth. To get a regular paint to look smooth the surface would have to be prepared first, for example by spackling, sanding, grinding or polishing. With hammer paint, this step can be omitted. Some hammer paints (e.g. by Hammerite) are formulated to be usable directly on rusted steel without surface preparation other than brushing to remove the loose rust.
Beyond that, the resistance of the mica improves the durability of the paint job. The mica reduces aging by protecting the underlying binders from UV radiation. The mica also makes hammer paint relatively hard and scratch resistant.
What type of wood are paint stir sticks made?
Mostly spruce, pine, and fir, although some manufacturers use ash as well. As long as the wood is clean and preferably sanded to smoothness to avoid pieces falling off into your paint, I think you could use any type of wood laying around the woods and a few minutes work and make your own. People spend money on things that require less work/stress to make/do themselves than the work/stress they put themselves through to earn the money they paid for it. Get back to basics people.

How should you decorate your new horse themed room?
...When i was wee I covered it in horse posters and I'm quite good at drawing so i did drawings of horses and stuck em' up! Depends on how old you are, i guess! I'm sure if you want to go all out and completely cover it in horse related stuff, then there's the option of going crazy with giant horse toys, horse ornaments, horse pillows and bed quilts, etc... I still have a horse shoe hanging on my wall from years ago.
I just put a horse shoe shaped bit of cardboard on the back of it and tied a bit of string around it then put a photo of my old pony between the shoe and cardboard. Hey presto!

What are some traditional ways to decorate for Christmas?
Set a pair of shoes (wooden ones if you can find them) outside the door with hay and carrots for the reindeer. String cranberries as well as popcorn. For an old fashioned look (but not quite authentic as the real thing, but also not nearly as dangerous) get strands of lights shaped like candles and use those on your tree. If you have a fireplace, try roasting chestnuts. Also stockings, of course, but the traditional ones were real socks. Hang pine needles and pine cones around the house. Ribbons were used also. Jessie You could hang Christmas lights up, put some Christmas stockings around the house, have a traditional Christmas dinner (e.g meat, vegetables)

It does depend on what kind of paint and how deep it has set in the concrete, but it certainly sounds like a good start to work on.

Do you stain or paint a new staircase first?
before painting a staircase you might want to consider sanding it first. (and a little tip) Use terpentine based paint
I wouldn't. Suede has a nap to it that paint will make hard. Stain or dye is a better way to go and keeps the suede soft and supple. If you could find a way to remove the nap from areas you want to paint, like some form of embossing, that would work. Otherwise, applique on it or embroider on it
to get the color and design.
