pixel shader is a program that executes inside the graphics processing units (aka graphics card) so you wont be able to "find" it. :P

However, if you're talking about pixel shader setting. It can be found in the pcsx2 settings, under graphics.

remember, you will also need a graphics card that support pixel shader, or it will crash.

To play a reasonably modern game, you can get a Nvidia GeForce240GL 1G for peanut money, and it's good unless you want kickass graphics. If you do, get a more expensive card. 560 Ti is good for most, tried and tested and goes for about $200.

This depends on what you mean by faking the video card. You cannot fake one if you have none installed at all. However, you can trick software into thinking you have a video card other than what is installed. When monochrome displays were common, some software required CGA monitors. Some monochrome adapters were Hercules compatible, but the software was not. However, there were programs you could install to allow CGA compatible software to run on Hecules monochrome compatible hardware.
