What ruled the city of Jerusalem at the time that herod ordered major construction on the temple?

Herod the Great was the king, he ruled Jerusalem. Herod was a "client king" propped up by Rome. The relationship is sort of like the concept of "client states" during the cold war, when the Soviet Union and the US each propped up "client countries" to serve as buffers against the other.
