Here is what I did:

With your mis-ordered or locked playlist in view, at the top of you iTunes to the right it should say: " View...Add to..."

Click the "Add to" button, your "album" grid should open with your playlist to the far right column, at the top of your playlist it should have your list title, amount of songs and the" amount of time" underneath

and directly underneath that, before your number 1 listed song it will say " Sort by: name, title, album, artist etc...choose "MANUAL" this will allow you to alter any of the songs or reorder them the way YOU want! then just click "DONE" and the windows will revert back to the playlist and ready to play!

I think that the new upgrades to the iTune players make changes like these and dont really offer easy quick explanations as to what they have changed about it, I hope this answers your quest!
