The political people of Newfoundland were all for confedersation - it was the population that didn't want it. The population didn't see how they would benefit from the trade with the other colonies. Newfoundland's main export was fish, like Nova Scotia's. Nova Scotia was closer to the other colonies, so it'd be easier for these colonies to buy fish from N.S. Also, because NL was so far away from the mainland, many people were concerned that they would end up paying taxes to build a railway they'd never use. (We're doing this is history right now :D)
