You can use netting with a minimum of 30mm spacing and a 75cm height(absolute minimum), best to have an additional 150mm overhang at an angle of 45 degrees. You will also want a 150mm section at ground level at 90 degrees to the fence, covered in turf to prevent them digging under it.

This fence line should completely encompass the area, or have an additional length of 150m at each of the protected area. You will need to include a badger gate in this if you are in the uk and the fence crosses a badger path.

Vacuuming every day is certainly essential in keeping your home free of fleas and their eggs, but you need more aggressive measures to rid the home completely.
