What should you do if a pressure cooker does not come up to pressure?
It could be one of three things.
First, check that the rubber ring around the top is still flexible and provides a good seal. Depending on the model, you may be able to remove it and wash it, and underneath where it is fitted.
Second, make sure that the pressure valve is clean. On most models you can just pop it off by tugging with a little force. Clean the valve and where it was attached with warm sudsy water and if they are clogged take the stuff out with a toothpick or soak it for a few hours in a 50% vinegar/water solution.
Third, see that the rubber/silicone pressure valve is in the correct position. In three years I have not needed to adjust mine but kids, cooking and cleaning can lightly dislodge it.

How can you open a pressure cooker which was made in Italy?
Most contemporary pressure cookers demand that the user "twist" the top to open it. One will need to push the two handles "apart" to disengage the locking flanges built into the lid and the rim of the pot. If the unit hasn't been opened in a while, the rubber gasket may cause the top to stick. Some "coaxing" may be required to separate the two pieces. Usually most units work by turning the top counterclockwise (looking down on the unit) to get the thing open. Be sure to check the gasket for cracks and tears before each use. Failure of the gasket can make a mess in the kitchen - and that's if it doesn't burn anyone by throwing very hot food and steam or superheated water on them. Good luck with this one.

Plugs for appliances rated between about 700 watts and 3000 watts (the maximum rating of a wall socket) should be fitted with a 13-amp fuse (coloured brown).
Increasing the air pressure in the pot will raise the boiling point of water. This is because with increased pressure, water molecules require more energy to overcome the higher pressure and vaporize, leading to a higher boiling point than at normal atmospheric pressure.

Pressure cookers work because when you increase pressure, water boils at a higher temperature. Water normally boils at 212 degrees F. Under 15psi of pressure (standard in a pressure cooker), it boils at 257 degrees F. Since your food is cooking at a higher temperature, it will cook faster.
