Because Western Sahara is a non-self-governing territory, it does not have a capital. However, the largest city is El Aaiún (or since the city is under Moroccan administration, it is usually spelled Laâyoune, in keeping with French linguistic styles). Morocco has divided the areas into three provinces, the northernmost of which bleeds over into Morocco. The three provincial capitals as Laâyoune, Samarra, and Dakhla, and are all subservient to the Moroccan national capital of Rabat.

Currently, the Polisario Front, which is fighting for an independent Western Sahara uses the oasis of Bir Lehlou as its administrative capital.

I don't even know if the Country of Western Sahara could even be called 'developing'. Western Sahara is part of the Sahara Dessert, the second largest dessert on earth (Antarctica is #1). It has a population of just over a half million (New York City alone has over 8 million). Only 0.02% of the land is arable (having the ability to grow crops). They have no permanent crops, no export trade, and has had border and ownership disputes and wars for independance (armed conflicts). These issues, and the fact that the County's economic trade is controlled by another country, Morroco, make it very difficult to develope into any kind of regional, political or economic power.
