There was much that went on between the wars which was to the detriment of Germany: This was exactly what Versailles set out to achieve. The Great Depression made things very much worse, but this was not a product of Versailles. What this did was to create an economic climate which Hitler could claim was created to the detriment of the German nation: It fomented National Socialism which was seen as a panacea to the terrible situation. Meanwhile both Britain & France and others were choosing disarmament to deflate the prospect of war. Hitler simply saw this for what it was: Weakness. Oh, and as a note to the above there were no gas bombs in WW2, although the fear of such was very real in 1939/40.

They were never a de facto Axis as they never singed the Tripartite Pact they are classified as a co-belligerent. The winter war started on 30 November 1939 so I guess you could count that, or the Continuation War on 25 June 1941. I think that the Continuation War is when they joined as the Axis wasn't at war with the Soviets in 1939 but that's just me.
