I don't know much about nineteenth century London, but as far as I know, the buildings were cramped, and really small. They would have "terraces" or houses that were stacked side by side, with thick walls in-between for the chimneys. The "terraces" would be 4 stories high (the first floor was the one above the stairway). They had this because at the time, London's populace was about a million people. Their populace turned to six million a century later. Inside some of the buildings were elegant, London didn't have a good sewage system, it smelled most of the time, and I guess you could say 1800's for London was an industrial age I suppose. It would in all likelihood depend on the issue. For example, if the person asks if it is a good idea to jump off a bridge? One can assume the response will be a quick 'absolutely not!' If the question is 'Should I sell all my belongings and move to a deserted island?' One can assume the person asked would give it thought before rendering an opinion.

It is difficult to find easy advice because people don't want to be held liable for anything that you do based on that advice. Also, you're not paying them for the advice, why would they give it to you? It's time consuming to give advice for free, people feel they have better things to do with their time. Remember the cornerstone of all economics is theory of rational self interest which states: a person will rationally choose an alternative that is in his\or her own best interest. What is this saying? Everybody is in it for themselves, naturally. What's in it for me? To sit around giving free advice, you must be in a position to be able to do so, obviously you earn no wages when your giving other people free information.
