There is no minimum age that a child can be unsupervised. Child and Family Services uses the following definition to evaluate each situation: NON-SUPERVISION. Can a 13 year old in Illinois babysit 2 four year olds a 6 year old an 8year old and an 11 year old?
No. Not only is that too many children for a 11 year old to watch, but he/she is not old enough and should be at least 15 to legally babysit.
No. That is pushing it. An eleven year old is not old enough to be trusted to take care of a one year old for more than a few minutes.
Check the laws in your state but in my state it absolutely DOES NOT say that you have to be 15 to legally babysit. I think an 11 year old is too young to watch a one year old, although I did it when I was young. The parents have to make that decision, but please keep in mind that adults struggle handling that many children at once. Imagine the stress level you would be putting the child into by giving them so much responsibility. I would recommend not having the 11 year old watch even the four and five year olds at the same time. I also recommend first putting the child through a babysitting course and CPR.

What is the legal age for a sibling to watch their younger sibling in New Jersey?
Depends on the length of time the 15 year old is watching the children. There is no set legal age to 'babysit', however most YMCA or Red Cross Babysitting courses target 11 to 15 year olds.
Maturity plays a BIG role in watching children, so I'll assume the 15 year old is and knows basic first aid and life saving skills, with the younger siblings knowing how to call 911 when given direction to do so. Just to be on the safe side, I would recommend the 15 year old taking the course and any of the other siblings ages 11 and up taking the same course together.
Finally, three youngsters can be a handful for any adult let along a teenager, and it isn't just watching them that is important. Have a plan in place for disciplining, as in time outs or a "cooling off corner" should things become overwhelming to any of the four children involved. Planning activities for the four to do keeps children occupied until a grown up can resume time with the children.
