How do you know the fuel pumps bad?
If the engine does not start even on cranking for more than 10 seconds and there is a clicking sound, open the hood and remove the rubber tube leading to the fuel air inlet. Add couple of drops of fuel directly and try to start again, if it fails, then for sure the fuel pump is spoilt and needs to be replaced.

Similar to the 1996 Buick LeSabare, the leak dection pump filter is actually located inside the cab. More specifically behind the glove box. Removal/matinence of this filter requeirs the removal of the glove box with a large cuttting tool such as a grinder or dremel. Be carfull with this because a new glove box is needed if you cut to much off the bolt tabs, rendering the glove box unusable.

Where is the blower motor resistor on a Chrysler Concorde?
The motor itself is on the underside of the HVAC unit under the dash. To get to the motor you would find it easier to remove the lower edge of the dash on the right side. It has four fasteners, all facing up: two screws on the front side (facing the passenger seat) and two sheet metal nuts on the backside (firewall). You will find a two wire connector on the motor that plugs into a fixture nearby in the housing called the blower motor resistor block. If you unplug that and jump 12v to the plug pins you can check that it is or is not working before going any further.If it is, then the resistor block may be bad, but when that fails the fan will still run but only on high speed most owners report. But I would remove the block and inspect it to be sure if you don't get any action from the blower and the blower itself will run when jumped. The fix is to replace the blower transistor(blower power module-MOD/dealer call it)because it is shorted.
